Can Tow Bar Be Used to Tow Vehicle With Another Vehicle Instead of an RV
Question:
I have your Blue Ox tow bar for my motorhome and my dingy vehicle. Can I use it to tow the dingy with another vehicle for a short distance?

You can indeed, as long as the vehicle you're towing with has the proper tow rating and you can keep the tow bar within 3 inches +/- of level. You might need to use a high/low adapter to get the tow bar within 3 inches of level, take a look at the FAQ article I've linked for you, which will explain it further.
You'll also need the proper trailer connector on the tow vehicle to accommodate whatever tow lighting set-up you have on the dinghy.
