will this hitch,Code: c11399 drilling my car frame. I saw in in an install video.

The Curt Class 1 hitch, part # C11399 does not require any drilling except to enlarge some existing holes, as you'll see in the instructions that I've linked for you. I believe the install you're speaking of was the Curt Class I, part # C11192 which did require drilling, and was quite the undertaking.
The install of the # C11399 is much easier.
