There are ways to use a cargo carrier and tow a trailer at the same time. Curt Dual 2-Inch Receiver Tube Adapter # D-192 fits a 2-inch hitch and provides two 2-inch receivers, the bottom one for towing and the top one for use with a bike rack or cargo carrier. Note that all such adapters do reduce your hitch capacity by 50-percent, and that reduced capacity has to be enough for the weight of your carrier, its contents and the tongue weight (TW) of the trailer.
Using a cargo carrier with this adapter could create some clearance issues so an extra-long ball mount like # C45270 might be necessary too.
There is no cargo carrier that includes a rear-facing receiver tube for towing a trailer. Such an arrangement would place extreme stress on the hitch tube and damage it and/or the vehicle.
