Assuming that your tow bar is manufactured by Roadmaster, and already has safety cables, the only other item besides the # 521227-1 base plate kit is wiring for the tail lights of the VW.
There are three options for wiring your VW for flat towing. You can go with a temporary system, like a magnetic mount part # RM-2120. These systems are easy to install and remove quickly, and remain completely independent of the towed vehicles wiring system.
Another option would be the RoadMaster Tail Light Wiring Kit with Bulbs, part RM-155. This system uses bulbs that are mounted into the tail light assembly of the towed vehicle. Although a bit of installation is required, this system also remains independent of the towed vehicles wiring.
The last option would be to permanently wire the vehicle using the Tail Light Isolating Diode System part # 38955. This kit wires directly into the tail light circuits of the towed vehicle. The product description for this item shows a great installation diagram, we also have an install video that will walk you through the process. I will provide links below for the products I recommended above as well as the installation video.
The video shows an installation on a different vehicle, but the procedure would be similar.
