You need a brake controller in your truck so that you can activate the trailer's brakes. Otherwise you will keep getting the surging you described plus may not be able to stop fast enough in an emergency situation. Which is very scary considering how heavy that Bobcat is in the trailer.
I looked at the picture you sent in and it does not appear that your trailer has surge brakes like a lot of equipment trailers will have. But since there is a 7-way connector that would imply that it has electric brakes.
For a brake controller I would recommend the Prodigy P2 Brake Controller part # 90885. This is our best selling brake controller because of how well it works and how easy it is to setup. This is a proportional brake controller that senses the amount of braking the tow vehicle is applying and applies a proportionate amount to the trailer brakes.
For an install harness for your truck you would need the part # 22292. I attached an install video that shows how this will install as well.
