Will this anchor be strong enough to secure a built Jeep Wrangler? Approximately 3K/3.5K pounds.

Individually the Erickson E-Track Tie Down Ring # 59147 that you referenced has a safe working load limit of 2,000 lbs. With at least two of these you would have more than enough capacity for your Jeep Wrangler that weighs around 3,500 lbs.
