i have a 98 dodge ram 2500 reg cab 8foot box with Reese Universal Base Rails and Installation Kit for 5th Wheel Trailer Hitches - 10 Bolt would like to get some info on mounting it

The Reese universal 5th wheel installation kit # RP30035 has a large packet of instructions to cover many trucks. For your 1998 Dodge Ram the specific instructions start on sheet 13 of 19 in the linked installation details.
On a Long bed you will measure from the rear edge of the bed (not the tailgate) forward 32-7/16 inches. This is where the rear edge of the back rail will be. Then you would use the hitch itself to locate the front rail.
