Is the cushioned ball hitch a worthwhile investment for a small utility trailer weighing around 2000lbs? Or are they made for heavier loads?

Cushioned ball mounts like the Convert-A-Ball # AMSC2 are rated for trailer weights up to 10,000-lbs but they will still provide a benefit when used with lighter and smaller utility trailers like your 2000-lb-er. These use a polyurethane insert that acts like a spring to reduce shock, bounce and vibration.
Since your trailer weight is about 2000-lbs you could use the Convert-A-Ball Dual-Cushioned, Adjustable Ball Mount # CAB-UM rated for up to 5000-lbs. This adjustable cushioned ball mount means that you can benefit from the dual cushions (one in the shank and one in the upright) as well as keep your trailer perfectly level when it is hitched.
