To flat tow a vehicle, you'll need base plates like the # DM9517031 kit from Demco. You'll also need a tow bar, safety cables, a wiring solution and a supplemental braking system.
I like the Demco kits because they pair right up with Demco tow bars. Demco tow bars have independent arms to make it easier to hook up plus they include safety cables already. Because of the Dakota's weight I recommend the Dominator # DM9511008. It's rated up to 7,500 pounds.
For wiring, I'd recommend a magnetic mount light kit, such as the Roadmaster # RM-2120. A magnetic mount kit is very easy to install and remove quickly, and has the advantage of remaining completely independent of the wiring system of your Dakota.
For a supplemental braking system, I recommend the Blue Ox Patriot # BLU37TR. It's a portable system so there's no lengthy install to do. Plus, it can easily be transferred to a new vehicle in the future.
