What are the Wiring Functions on a Tekonsha Voyager Brake Controller for a 2014 Chevy Silverado

how do we wire 3015 and 3016 together because colors are different.

The wire colors for brake controller wiring harnesses # 3015-P and # 3016 should be the same but I think you meant # 39510. The white wires are ground wires, black is 12 volt power in, blue is output to the trailer brakes, and red is input from the brake switch. They are the same on brake controller # 39510.
If the wires on your controller are different then it is likely that, if looking at the back of the controller where the wires come out, the one on the far left is 12 volt power in, the one next to it is input from the brake switch, followed by the ground, and the one on the far right is output to the trailer brakes.
