If your 2007 Chevy Silverado is the new body style then you will need to make sure that the blue brake controller wire is connected to the dark blue tow package wire. The tow package wire bundle is up under the dash and to the left of the steering column held together with a white tag.
There also may be some connections that will need to be made under the hood. The help article I have linked will help with that.
If your 2007 Silverado is a Classic (looks like a 2006) then instead of hardwiring in the brake controller you would use a special harness such as # 3015-P for Tekonsha brake controllers. But you have to make sure all of the wires are in the right locations for the end that plugs into the truck. It should look like the picture I have included.
If you continue to have problems then there is likely a break somewhere between the controller and the 7-Way. You can bypass the factory wiring by connecting one end of wire # 10-1-1 to the brake controller blue wire, run it through the firewall, down under the truck, to the 7-Way and replace the wire that is there. Be sure to avoid areas that may pinch or burn the wire. You can use zip ties to hold the wire to the truck frame.
The 10-1-1 wire is sold in 1 foot increments. So for 20 feet you would enter 20 in the quantity box.
