The integrated brake controller of a 2013 Ram 3500 SHOULD work with an electric over hydraulic actuator. However, we have found that integrated controllers do not always reliably work with EOH actuators, and it can even depend on what actuator is being used as some are more finicky than others. Without knowing what actuator you have it is hard to say for certain if the controller or the actuator is at fault.
The Prodigy P3 part # 90195 will work with EOH actuators. To install it you would need the install harness part # 3023-P though.
I attached an install video that shows this setup being installed on a 13 Ram just like yours.
