Question:
If I want to install this to my car 98 plymouth voyager will it require drilling?

For the 1998 Plymouth Voyager, two 1/2 inch holes will need to be drilled in the bottom side of the frame member on each side of the vehicle.
This is not terribly difficult, you can remove the two rear bumper bolts as indicated in the instructions, use the bolt leader to fish the rearward bolts into place, and loosely bolt the hitch into place. You would then use the holes in the hitch as a template for drilling the additional four holes. It is usually best not to drill the holes in one step. Start with a smaller bit and drill through the frame, then use the 1/2 inch bit to finish the holes.
For your convenience, I will include a link to the instructions below.
