First, make sure that you are using the correct brake controller wiring harness for your Tekonsha controller. For a 2005 Dodge Ram 1500 that came with a factory 4 or 7-Way trailer connector you should be using harness # 3020-P.
Some trucks have more than one fuse for a brake controller or a fuse and a relay for the brake controller. Consult the legend on the inside of the power distribution box lid to find if your truck does indeed have more than one fuse or a relay. If the truck has an in-cab fuse panel you can check there as well.
If there is no power on the black wire and everything else, fuses, wiring, etc., are good then you will have to hardwire in the controller. I have included a couple of links that should help.
