Okay to Use Ball Mount in Drop Orientation
Question:
Is it safe to rotate the ball of a trailer hitch to the other side to make a 4 inch rise instead of a 4 inch ? There are no labels on the piece that indicate a or a rise. It is reinforced by a 1.5 inch by 4 inch welded piece at the 90 degree bend. Also the trailer that would be pulling is a light duty utility trailer. Please lets know what your guys thoughts are. Thank you.

According to Redline, the manufacturer of your ball mount, it is perfectly acceptable to use your ball mount in either the rise or the drop orientation. Go for it!
