Does Draw-Tite Universal Trailer Hitch Spare Tire Carrier Hold the Spare Tire at an Angle

Does the spare tire fit straight or does it angle ?

When a tire is attached to the universal spare tire carrier, # 6715, the tire will be at a slight angle; maybe 10 degrees off from a straight up and down 90 degrees. The top of the tire will be slightly closer to the vehicle than the bottom like in the picture I have included.
