How Many Bikes Will Fit on the Roof of a 2007 Toyota RAV4 with Factory Roof Rack

What is the maximum number of bikes I could carry on the roof of a 2007 RAV4 using the factory crossbars with frame mounted bicycle channels such as the Swagman

You will most likely be able to get 3 bikes on the roof of your 2007 Toyota RAV4 but there are a couple of things to consider. First, you will likely have to alternate the directions the bikes are facing. The outer two would face forward and the center one would face backwards. This will allow the bikes to be closer together.
The other issue to look at is the weight capacity of the factory roof rack. this information should be on the roof rack itself or in the owners manual. Provided the combined weight of all the bikes and the bike racks they are on is under the roof rack capacity then you would be fine.
