Question:
Is there any way I can use a tow dolly on my 2014 Itasca Sun Star 35F because of the high height? The center of the receiver is 28high and the CO.states that the should not exceed 6?

I haven't heard a county or state restricting the amount of drop for a ball mount when towing. I would recommend verifying this information with the local department of transportation office.
If you find there is no restriction on drop, then I have what you will need. Based on your photo, it looks like the actually hitch height is 30-1/2 inches measured to the top of your receiver. The Roadmaster tow dolly # RM-2050-1 you referenced requires a ball height of 18-inches. Based on those dimensions, I recommend using the Convert-A-Ball cushioned ball mount # AMSC12 which has a 12-inch drop.
If you do not have a brake controller for the electric brakes on the tow dolly, I recommend the Prodigy P2 # 90885. It's very easy to use and mount and it's one of our most popular brake controllers.
I included a couple informative articles and video reviews too.
