What is the towing weight capacity for this hitch as installed? Could it tow a car trailer with a car weighing approximately 3000 lbs?

Draw-Tite trailer hitch # 75682 has a gross trailer weight capacity of 4,000 pounds (5,000 when using weight distribution) and a tongue weight capacity of 400 pounds (500 with weight distribution). So this trailer hitch could handle your trailer as long as the combined weight of the trailer with the vehicle loaded on it does not exceed the hitch capacity.
The other thing you will have to look at is the capacity of the vehicle. The hitch might be able to tow up to 5,000 pounds but if the vehicle is rated lower you have to go by the lower rating. Check the vehicle owners manual for its capacity.
