Can you use this hitch in a front mount hitch for paddle boards/

There's no reason you couldn't install the Rhino-Rack T-Load # RTL002 in the front hitch of a vehicle for loading paddle boards.
The adjustable height range of this product is 42 to 64 inches so you might compare that to the amount of height you need so that the paddle boards can be carried level. You would want to measure from the top of your hitch opening to the height of the crossbars of your vehicle.
