The DeeZee Trailer Tongue Tool Box does not feature pre drilled holes, but the included sheet metal screws can be used to secure the box to the trailer tongue. The instructions call for 3/16 inch holes to be drilled through the bottom of the box into the trailer frame. Make sure you avoid any wires that might be running along the trailer frame. If you are wanting to secure the wiring on your trailer and keep it secure I recommend using a wiring junction box like part # 38656 on your trailer. You can place the junction box on the tongue of your trailer and run the wires from the trailer into one side of the box and on to the terminals.
Then attach the trailer connector with wires cut to the appropriate length to the matching wires on the terminals inside the box and extend it so you can attach it to your vehicle.
