This brake controller does not require any splicing or dismantling of the vehicle to install. I am not aware of any plug-in style harnesses for wired brake controllers for the 2012 Volkswagen Toureg, which means they typically have to be hardwired.

Your main problem is an insufficient ground for the trailer wiring. Try improving the connection of the main ground wire of the trailer wiring harness. Make sure it is attached to a clean metal surface. Or you can run all of the trailer wires back to the main ground. This is actually the ideal solution. But you can also check the current grounds for the lights to make sure they are making a solid connection to a clean metal surface.

Electric brakes are typically NOT used on boat trailers because water and electricity don't work well together. But what you could do is use an electric over hydraulic braking system. With this set up the tow vehicle will use the electric brake controller (but the Primus is not compatible) to control an actuator on the trailer that, in turn, will control hydraulic drum or disc brakes (depending on how the trailer is set up).
