I have a few really great low clearance tire chains that fit the tire size 215/50-17 you have on your 2019 Chevy Bolt EV. The ultimate in terms of clearance is the Konig K-Summits part # TH02230K33 as no portion of the chain drapes over the inside sidewall of the tire. This basically eliminates any possible clearance issues so it's the safest in that regard and our most often solution for vehicles that have very limited clearances for chains.

No there will only be 1-1/4 inches for the 2017 Chevy Bolt. The issue is that manufacturers match up the vehicle capabilities with the appropriate size hitch. The Bolt just doesn't have the capacity to necessitate a 2 inch trailer hitch because it could easily be overloaded.

To load the inside bike on the Saris SuperClamp EX # SA4025F you would not necessarily need to lift the bike vertically over the tilted arms. What you can do is lift the bike up high enough to get on the wheel cradles but instead angle the bike in and push it to the side far enough that the back tire clears the other arm of the rack. I have a couple of possible solutions for your 2018 Chevrolet Bolt EV.
First, though, the Draw-Tite Sports Frame, part # 24956, is a Class I hitch. It is not possible to carry more than 2 bikes on a rack for Class I hitches.
