Before buying snow tire chains, you will want to check your owners manual or with the Mercury dealer to determine if you can install snow tire chains on your Mercury Montego, or if there are any limitations.
I would recommend the Thule XG12 Pro Self-Tensioning Snow Tire Chains, part # TH01594240. These chains will fit your Mercury Montego with the 225/55R18 tire size and are quick and easy to install. Since your vehicle is front wheel drive you will want to install them on the front tires.

I spoke with my contact at the manufacturer to make sure there were no issues with the factory dual exhaust on the 1998 Sable and found that you should have no trouble installing the hitch on your vehicle. You will need to temporarily lower the rear exhaust though. The installation instructions (see link) are clear and easy to follow.
In addition to the hitch, you might also need the following to complete your towing set-up:

The 4-Pole Hardwire Kit with Converter, part # 119178KIT is the correct trailer wiring harness for your Mercury Villager. The kit also includes quick splices for tapping into the existing wiring and a circuit tester for verifying your connections.

There are other ball mounts that will work with 1-1/4 inch hitches. However, on Class I and II trailer hitches such as # C12232 you are supposed to only use the ball mount specified by the hitch manufacturer or it voids the hitch warranty. The use of a different ball mount is an at your own risk type of situation. I have linked the ball mounts we carry for 1-1/4 inch trailer hitches. view full answer...

When you measure for a ballmount, you will want to measure from the ground up to the flat bottom part of your coupler, not inside of it. The 2-3/4 inch rise provided by the recommended ball mount would work just fine for you. That part number has been discontinued, but # EBMK4 will be a fit. view full answer...
I do have a hitch cover and anti-rattle sleeve option for you, however, the Draw-Tite QSP Trailer Hitch Silencer and Cover part # 63080 will not fit a 2" Curt trailer hitch receiver as the collar on the outside of the hitch receiver is too large.
In order to cover the receiver opening on a 2" Curt trailer hitch receiver like part # 13707 I recommend using the Curt Rubber Tube Cover part # C22272. For anti-rattle purposes I recommend using the Brophy Stabilizer Bracket for 2" Hitch Receiver... view full answer...

I was unable to find what kind of clearance and recommended rim size of the 1974 Shasta Camper.
As such, I do not recommend upgrading your current rims to 15". I would suggest sticking with the 13" rims. If you let me know why you are wanting the upgrade, I can help you find what you need. For example, if it's because you want the camper to sit higher, we can perhaps make some improvements to the axle.
If you decide to stay with the 13" rims and tires, you will need to know your tire... view full answer...

A 1-1/4 inch to 2 inch hitch adapter is not available for towing, those are for accessories like bike racks only. So if you want to tow with the 2003 Mercury Mountaineer you'd need to add a 2 inch hitch. The good news is there is a hitch designed to fit directly under the OEM hitch so you don't have to remove it, and what you'd need is the following:
- etrailer Trailer Hitch Receiver # e55KR
If you also need a 4-way wiring harness the correct part is the Vehicle Wiring Harness # HM40655. view full answer...
