There is a solution for you, but the HitchMate Threaded Lock # HE6001 will not work with your Kuat Transfer 2. You'd want the Cable Locks and Hitch Lock for Kuat Transfer 2 Bike Rack # PTSCLK12, which includes a hitch lock that attaches to your existing threaded hitch pin. We do have the wring harness that you are looking for but the manufacturer does not offer this separately from the kit. Therefore, you can use the T-One Vehicle Wiring Harness part # 118670 for 4-way trailer connectors or part # 118273 for 7-way trailer connectors and then just hold onto the others parts you are not using. I do have an option for you but the Thule Interstate Rooftop Cargo Bag part # TH869 tie downs will most likely not reach the cross bar with that much overhang like you mention.
