Per the fitguide on our website, the Curt # 31322 would be a fit for the 2007 Silverado new body 1500 model only. For a 2500, you'll want to use # 31109. I've confirmed with with Curt.
Draw-Tite also offers the # 65050 which will sit up higher, just under the bumper, instead of just under the fascia, so you'll have better ground clearance at the front if you went this route. I've confirmed this fit with the folks at Draw-Tite.

I did some checking and basically the cutout bumper is the regular factory bumper. The Curt hitch, # C15312, will fit up tighter and a little more recessed, apparently the same way the factory hitch does if it were installed. Some people like the hitch a little more tucked up and others don't.
