Mini Coopers are a bit of a challenge when it comes to flat towing. Per Roadmaster's fitment guide the Roadmaster EZ Base Plate Kit # 521877-1 is a fit for S and Clubman models and will work with the Aerodynamic Package, but not with the Sport suspension. We do not recommend using the GearDeck Enclosed Carrier part # H00604 with a hitch adapter like a riser as it will cut the capacity by 50 percent for most applications. Now for what you described of using two hitch adapters we would definitely not recommend that as that would be just a bad idea all around. Especially in a lower capacity hitch like what you have installed on your 2009 Mini Clubman. Curt does require use of a stabilization strap for their Class I Hitches. Normally, you'd use a Stabilizing Strap like part # 18050 but like many hatchback vehicles, you're running into a simple problem that is easy to fix.

When you're flat towing a vehicle, you want the tow bar to be within 3 inches plus or minus of level. If you're outside that range, you can use a High Low adapter to get you in range. Ideally, you'd be as close to level as possible, but as long as you're within 3 inches one way or the other, you should be fine.

Transmission coolers are not vehicle specific so you can install one on your RV. Generally we recommend going with the largest cooler that will fit in the available space under the hood. Or you could go with a stacked plate cooler that is smaller but more efficient. I actually recommend the stacked plate design because they are so efficient. I took a look at the online owner's manual for the 2013 Mini Clubman and it does state that the manual transmission model can be flat towed with all 4 wheels on the ground. I do recommend verifying this information in your copy of the owner's manual, as it's possible you have a different model.

I spoke with my contact at Yakima regarding the Replacement 1-1/4 Inch Tongue for Yakima HoldUp Bike Racks # 8880581 referenced in your question. I have a solution for you if you have drum brakes, but I spoke with my contact at Titan and he did not have a recommended way to manually lock out a trailer brake actuator that has an electric reverse lockout.
The best thing you can do is get some free backing trailer brakes. These brakes allow your trailer to back up without activating the brakes, even if your trailer does not have a reverse lockout. If your Mini Cooper Clubman has an automatic transmission, it cannot be flat towed. If it's a John Cooper Works edition, there isn't a base plate available. In either case, you would need to use a tow dolly like the Roadmaster # RM-2050-1.

I checked with Yakima and the RocketBox Pro 14, # Y07192, is listed as a fit for the 2010 Mini Clubman with factory roof rack. To check for any interference at the rear of the box you will need to take one measurement.
With the front crossbar as far forward as it can go (if it can be moved) measure from the center of it straight back to the seam between the roof and rear hatch/door, or to an antenna. If you come up with 45 inches or more then the box will not interfere with anything.

The John Cooper Works (JCW) edition of the 2009 Mini Clubman came with a turbocharged I4 engine. The turbocharged engine also utilizes an intercooler which brings down air intake temperatures. The placement of the intercooler is the reason the Blue Ox Base Plate Kit part # BX1307 will not work for you as they both occupy the same space. The Curt Trailer Hitch Receiver part # C11272 is a fit for a 2012 Mini Clubman John Cooper Works S Edition. It fits other models as well which is why some of the photos will look slightly different than what you may have. The license plate will have to be relocated while the hitch is being used. When installing the Draw-Tite # 75151 there is going to be some trimming of the plastic fascia required, since this hitch is a concealed cross tube hitch that mounts behind the bumper on your 2009 Mini Clubman.
