I have a solution for you, but you can't use the Hollywood Racks Destination # HR4000 to carry heavy e-bikes in the manner you're seeking because of the way weight is distributed. Instead you can use the Hollywood Racks SportRider SE # HLY84FR which is designed to carry e-bikes up to 80-lbs and with tires up to 5 inches wide. The SportRider SE is also rated for use on the back of an RV and comes with a locking hitch pin and locks to secure the bikes during travel.

For your 2007 Winnebago Sightseer on the W18 chassis, you'd want the Roadmaster # RM-1259-116 Front anti-sway bar/TruTrac Rod kit. The part you'd looked at is a fit for the W20, W22 and W24 chassis and wouldn't work on your W18.

We don't have a hitch mounted Swagman bike rack that is rated for RV use and can be tilted. The moving parts that allow a bike rack to tilt can create weak points and will likely not hold up to the additional stress placed on a rack when used on an RV.

It sounds like you're trying to use an external propane source for your RV, which would require knowing more about the fittings on the tank you're connecting. In most cases we've found that the MB Sturgis Sturgi-Stay T-Fitting w/ Hoses for POL Valve - 2 Model 250 Quick Disconnect Ports # 103539-MBS works well to allow you to connect to an external propane source but without knowing the fittings going to and from your external propane tank I can't confirm.

To install a brake controller on your 2003 Winnebago Minnie Winnie there are some wiring adapters that match different brake controllers to the OEM port you've found on your motorhome like what you mentioned.
If you don't already have a brake controller I recommend checking out the Prodigy P2 # 90885 which connects to your motorhome port using the Wiring Adapter # 3035-P.

According to Roadmasteer, for the 2000 Ford E450 van cutaway chassis, you'd use part # RM-RBK24-RSSC which includes both the steering stabilizer itself and the V-10 compatible mounting bracket kit.
The # RM-RBK17-RSSC you'd looked at isn't a fit for your Ford E450 chassis, it's a fit for the GM van cutaway chassis.
