The Saris SuperClamp EX, part # SA4025F, is compatible with e-bikes with fenders.
To do this, you will need to mount the front hook right where the fender ends. You'll also need to place the rear hook over the rear fender while not fully placing on the fender. This hook is mostly for safety rather than securing the bike outright.
It's also recommended that you make sure to use the wheel straps. This is part of keeping the bike secure.

You are correct that wiring harness # 118739 for your 2014 Volvo XC60 does not have a connection for the reverse lights on the vehicle. You will need a 4 to 5-Way flat adapter, # 20036, to convert it to a 5-Way.

Anything that will adapt from a 1-1/4" hitch to mate with a 2" accessory will also extend the mounting point to some degree. I suggest the Hitch Adapter 1-1/4" to 2" Trailer Hitch Receiver, # 80303 as this is the shortest option available. The receiver included with the Stealth # SH87FR hitch for the 2019 Volvo XC60 isn't meant for towing, it's meant for hitch mounted accessories like bike racks or cargo carriers. In order to tow, you'll need the # SH87FRT hitch kit which includes the ball mount that's meant for towing which provides a 2 inch rise which will place the top of the trailer ball around 18 inches which wouldn't be sufficient to tow your trailer so it's level.
