You can indeed use a different strap, other than # 18050, if you want to. It needs to be a rigid strap, one that doesn't stretch. A ratchet strap can work but you have to be careful not to overtighten it which could damage the vehicle or bike rack. What you are referring to is actually pretty common when it comes to smaller vehicles. It isn't surprising to see that UK versions are given the thumbs up to tow while US versions are discouraged from towing and I'm not sure what the reason is.
