In your situation I really like the Inno Tire Hold 4 Bike Platform Rack part # INH142. It is a very easy to use bike rack that will accommodate two 60 lb. bikes on the first two trays and two 40 lb. bikes on the two rear trays. It will also hold the bikes by the tire versus the frame eliminating the concern of needing to get a separate adapter bar.
This is one of my favorites because it is easy to use and offers a lot of bang for the buck.

Let's first start with the hitch for your 2017 Toyota Prius Prime. For that the best option is the Draw Tite part # 24966 for two reasons. One being that it doesn't require a stabilizer strap when carrying a bike rack like the Curt does and the other being the much better price.

Although it's a pretty good entry-level roof mount bike rack, The # S64710 Fork Down bike rack wouldn't be a fit around the crossbars you specified. If you choose a rack at a slightly higher price point, you'll find that they attach to the roof rack via the top channels or grooves in the crossbar.

If you have e-bikes, the two options you should be considering are the Swagman Current Bike Rack part # S64678 and Swagman E-Spec Bike Rack part # S94FR. I have a great roof rack that works for you. When you say that you do not have a sunroof, I am assuming you mean that you do not have a glass roof. I do have an option for you but I am not aware of any manufacturers who make flat-towing components for a 2017 Toyota Prius Prime because according to the owner's manual (page 323), it cannot be towed behind a motorhome with all four wheels on the ground because of the CVT transmission. I have a great solution to carry a bike rack with your 2020 Toyota Prius Prime but none of our trunk mounted bike rack manufacturers have options for the Prime models. So you'd want to install a hitch like the # 24966 so that you can use a hitch mounted bike rack. Hitch racks are the best option overall.
