If the turn or stop light stops working with the running light activated then this indicates a weak ground. I am not sure what type of ground the tail light uses but I recommend running the ground wire from the light to the main trailer ground to see if that fixes the issues. Since you're not getting a full 12V to your solenoid that's a tell-tell sign that you have a faulty control board. Replacing the control board with the Replacement Control Panel for Atwood Water Heaters # AT91367 will fix the issue.
