If your 7-way only has the 4-pole connector running to it and there isn't a fused line ran from it to the battery then you only have light functions going back to the trailer and nothing sending power for the brake controller to actually function. You need some 10 gauge wire # 10-1-1 and will need to connect it to the pin in the 1 o'clock position when looking at the face of the 7-way connector on the CX-9 (11 o'clock position from the back side).
