On a class one hitch you can't ever carry more than 2 bikes at a time as it can cause damage, like you are experiencing. There isn't a safe way to go from a Class I hitch to a Class III hitch. The adapters end up putting just too much stress on the hitch which can damage it and the vehicle.

For your 2015 Nissan Versa Note both the Blue Ox base plate part # BX1852 and the Roadmaster part # RM-52357-4A are going to require very similar installs. Both require removal of an extensive portion of the front end of the vehicle. It looks like there has been an update and the OutWay actually won't fit the 2016 Nissan Versa Note, but you could use the similar Gateway Pro # TH78VR from Thule as an alternative.
