You can use Timbren Axle-Less Trailer Suspension Systems like the part # A35RS545 in a tandem axle setup but I would not recommend running this axle with a standard trailer axle at same time. Your owners manual will give you the towing capacity of your vehicle. The hitch receiver, like # C12130 has a higher capacity rating, but you will be limited to the manufacturer's specs. The hitch although rated for more, does not increase your vehicle's rating. In towing, the weakest rating of any of your parts is the one that is your maximum rating of all your parts. Sway control is designed to be used in situations where the trailer sways under adverse conditions such as high winds or when large vehicles are passing causing the trailer to become unstable. The Curt Trailer Hitch Receiver # 13707 only requires modification to the passenger side exhaust bracket on 2003 and later models with dual exhaust. You will not have to modify the exhaust on your 1997 Mercury Grand Marquis.
If you had a 2003 or later model the passenger side exhaust hanger is removed before installing the receiver. Then it is reversed and attached with the additional 5/16" hardware included in the kit after the receiver has been installed.

Since the turn signals go out when applying the brakes in our 2009 Mercury Grand Marquis I recommend using a circuit tester like # PTW2993 on the green and yellow wires when you have the turn signal on and the brakes are being applied.
If you are getting power on the green wire or yellow wire on your wiring but the turn signals are not working that means there is a grounding issue on the trailer side.

You will need to relocate the exhaust pipe hanger on the passenger side to accommodate your dual exhaust on your 2002 Mercury Grand Marquis. There is a hole in the plate bracket of the Curt Hitch # C12130 that will allow you to do this.
