For the 2016 Lexus ES 350 I recommend Draw-Tite trailer hitch # 36530 for a few reasons. First, it is a Class II hitch which means you are not limited to carrying just 2 bikes like you would with Curt hitch # C11362. And second if you did use the Curt hitch then Curt requires the use of stabilization strap # 18050 when using the hitch for anything other than a trailer. Draw-Tite does not have that requirement.

This is the first time I have heard of this issue on the Thule Sidearm. The first thing I recommend checking is that the locks are seated all the way into the housing. Use the change key, # 853-1251 if you need it, to pull the locks out and put them back in.

When installing a powered wiring harness like # 118488 you will want to have the fuse out of the fuse holder (inserting it is the last step) and have the negative battery cable disconnected. If you only wish to carry 1 bike on the carrier, you can just install the components to be able to carry one bike. When first assembling the carrier you can just install one of the hooks on the upright mast, and then only install 2 of the wheel holder trays.
