I did some checking and your 2001 Kia Rio with a manual transmission is flat towable as-is. I was able to pull up the owners manual of your vehicle and it looks like you have to put the key in the ACC position to unlock the steering wheel. I would recommend you verify this with your owners manual as well.

All of the trailer wiring harnesses for your 2013 Kia Rio do require a hot lead to be run to the vehicle's battery. This is actually required on this particular vehicle to both combine the light circuits so they are compatible with standard trailer wiring and also to provide enough power to actually activate them. You could use adapter # HTAD to go from a Class I, 1-1/4 inch hitch to a 2 inch accessory. However, doing so will reduce the tongue weight capacity of the trailer hitch by 50 percent. On your 2009 Kia Rio all the hitches are rated for 200 pounds tongue weight so by using the adapter it would be reduced to 100 pounds.
