The only hitch I have for you is going to be a rear class III hitch # 13580. The # C31083 front hitch is designed for 2018 - 2020 Ford Expedition and 2015 - 2020 Ford F-150 models. I contacted our manufacturers and they also do not make a front hitch for your 1976 International Scout II.
If you wanted to take on the task, you could take the Curt Adjustable Trailer Hitch # C13701 and weld/bolt it on to the front. I don't know how original your Scout is but that is a route you could take.

You raised some great questions.When a trailer hitch like the Curt Class III # 13580 says "Not Rated for Weight Distribution" it means that the hitch cannot be used with any style of weight distribution (WD) system. This could be due to the size of the brackets on the hitch. (In this case, the brackets are very narrow where they mount to the truck frame.)
