The Saris Freedom 2 # SA4412B is a great choice if you're looking for a light weight rack as it only weighs about 22 lbs! As far as making it as easy as possible to install and remove, maybe having a power tool to tighten down the anti-rattle bolt. Part # 23-106 is a 12 inch manual adjusting brake that fits your drums. Even though it's listed for 6,000 pound axles it's still what you need on your 5,200 pound axles. It's the right hand side, like you mentioned and part # 23-105 is the left, or you can get the kit of them together with part # 23-105-106. Since you need three (whch I admit is a little strange since you should replae them in pairs) you could get the kit for tow of them and then an extra left hand assembly.

Your current 5.30-12 tires fit the same size wheel as a 125/80-12 tire so this is a fine replacement. They both fit a 4 inch wide wheel and you're actually going down in diameter by about a 1/2 inch and the width is basically the same so there won't be any issues with clearance.
