Hey Tim, I have attached a chart that shows all of the recommended torque specs for trailer wheels. I am not sure of the exact stud size your 2017 Forest River Thunderbolt uses, but it is probably either 1/2" or 9/16". If they are 1/2" they should be torqued to 90-120 ft lbs. We do occasionally run into this issue down in the shop and we typically just zip tie the plastic wand as close to the factory position as possible on the new crossbeam. The best way to get rid of the slop would be to replace your current shank with one compatible with 2-1/2" hitches like the # EQ90-02-4900. Not only would this void your warranty, but there is no guarantee that the rack will be able to support a bike in this way.
