For the short bed 2005 Ford F-250 the center of the hitch ball hole when you install the Curt hitch # C60720 will need to be drilled 35 inches from the front edge of the truck bed. view full answer...
You are correct that the product description for the Curt Class V 2-1/2 Inch Hitch Receiver, Part # C15810, shows the same tongue weight and gross towing weight ratings with and without weight distribution. This is because unlike lower capacity hitches, say a Class III, this Class V hitch is already rated at or near the vehicle structural limits. Strictly speaking, adding a weight distribution setup would give this hitch receiver higher capacity, but it would serve no purpose.

You are correct that when choosing a tire, the load capacity of the tires are added together for the total capacity. For a trailer like you mentioned with a total weight of 13,000 pounds, you will want each tire to have at least 3,250 pound weight capacity.
There is not a specific percentage of extra capacity that needs to be taken into consideration. You can certainly use a tire with a larger weight capacity to have some breathing room.

The cargo capacity of the Draw-Tite Front Mount Hitch, part # 65022 is 500-lbs. In the installation instructions it states that the capacity is 500-lbs of cargo OR the vehicle front axle gross rating.

I did some research and your truck may weigh anywhere from just under 5,600 lbs to 6,182 lbs. I measured the Hollywood Racks bike rack # HR1400Z for you. The part that would most likely make contact with a tailgate is the bracket that holds the arm closest to the back of the truck. From the top of the receiver opening to the top of that bracket measures 10-7/8 inches (see picture). On your 2002 Ford F-250 lower the tailgate and measure from the top of the receiver opening on your hitch to the lowered tailgate. If less than 10-7/8 inches there won't be any interference. view full answer...
