My first inclination is that the tail light connectors were flipped on your T-One Harness, part # 118390. The side that has the yellow and red wires should be connected to the driver side, and the green wire connector should run to the passenger side. If I were you I would jack the trailer up in the air to see if the wheel can be turned by hand in either direction. You should feel a slight drag on the drums as you do so as that's the proper brake assembly adjustment.

Your tow vehicle has a 7-way wired with separate trailer wiring circuits which is not a standard way to wire up trailer wiring.
