In my research, the 2013 Chrysler Town and Country with a tow package does come with a wiring harness and should have a 7-way. To install the Dexter Predator # 58-8, you will need to run the wires from the brake controller to the 7-way connector on your vehicle.
You are also going to need Draw-Tite # 5506 which gives you the extra length you will need to hook up your brake controller to your 7-way connector.

There are two circuit breaker options for the power wire for the brake controller. The 40 amp breaker is for the 12 volt power circuit of the 7-way. The 20 and 30 amp breakers are for the brake controller install. Typically if you use up to 2 brake axles you'll want a 20 amp breaker and if you have more than that you'd want to use the 30 amp breaker.

It may be possible to install a trailer hitch receiver like the etrailer Trailer Hitch Receiver # e98854 on your 2016 Chrysler Town and Country with the exhaust still installed. It looks like the wires are pretty cooked in the photo you sent. I am not sure where the wiring went wrong but it should not have burned the jacket off the wiring or burned a wire in two. I am afraid you may have also fried the brake controller along with the wiring.

Your best bet for an easy install would be to use the 4-pole to 7-way adapter, part # 37185. The adapter will plug directly into the 4-pole supplied by your T-One connector, leaving 4 remaining wires.
