They both have a 200-lb tongue weight capacity. With the vehicle only having a 1000lb towing capacity for the vehicle you would only have a 100lb tongue weight capacity so hauling a cargo carrier with 225lbs on it would exceed the capacity of the vehicle and the hitches that are available for this vehicle. There are adapters that can give you a 2" receiver but the downside is that adapters reduce the overall capacity of the hitch by 50% so you'd end up with too little capacity to haul your Vespa.

I am not sure what you mean by system rating but the Curt trailer hitch # C11132 is rated for 200 pounds tongue weight and 2,000 pounds gross trailer weight. When you remove the taillight on the passenger side there will be two wire connectors connected to the back of the assembly. For your 2003 Chrysler PT Cruiser I have a solution that will allow it to carry a rolling walker at the rear of the vehicle, but you can't use truck mounted bike racks for this as they are not designed for it haven't been tested.

You didn't mention which bike rack you have, but luckily enough one of my co-workers has a PT Cruiser that he uses a trunk mounted bike rack on. He agrees that getting those top hooks in place can be a challenge, but he's found that it's easier if you insert them at the top corners of the hatch, because the gap between the hatch and the vehicle is wider at that point. Once you have them inserted, you can slide them over more toward the center of the hatch.
