I looked in the owners manual for your 2013 Chevrolet Suburban and it can be flat towed or dolly towed, depending on if it's 2 or 4 wheel drive, and if it has a single or two speed transfer case.
If you suburban is 2wd or has a single speed transfer case, it can not be towed with all 4 wheels on the ground, and can not be towed with the front wheels on a dolly.

What you can do is switch the wheel cradles of your Swagman bike rack for the wheel cradles of the XC and you would have cradles that can handle tire widths of up to 3-1/2 inches.

Your best option is going to be to get an entire new system, by the time you basically replace everything but the chain hangers a new system will make more sense than piecing everything else together.

It sounds as if you have already taken care of a few issues that can cause excessive trailer sway. Eliminating some of the weight on the rear of the trailer can certainly help. You will also want to make sure your trailer is as level as possible when towing. Move as much weight as possible forward of the trailer axles. I do have a potential solution for you, however we don't have a folding license plate holder available that you could use in different orientations, whether your hitch-mounted carrier is down for use or folded up against the rear of the vehicle.

That would depend a lot on the shape of the nose of your trailer, but if it's a standard trailer with a decent amount of clearance between the coupler and where the rest of the trailer starts the part # TLE1524 that provides 24 inches of clearance would work just fine.

Finding the correct ball mount rise and drop takes some measuring from the ground to the inside top of the hitch receiver and then from the ground to the underside of the trailer coupler when the tongue is level. I've attached an article to assist.

If you have power on the blue wire of your brake controller but none at the back of the 7-way that would mean somewhere between the two places you checked there's a break in the circuit that's preventing it from making it to the trailer wiring connector pin. Most of the time this is because of dirt on the pins of the 7-way which can be just sanded off easily or it's broken wire between the two areas that would require you to trace the circuit back to find and fix.
