Thank you for the picture of your crossbars. The interior width of the Thule SUP and Surfboard Pads # TH846000 you referenced are 11 1/4" with the pad opened. They fit most aero, elliptical and factory cross bars.

I reviewed an online edition of the owner's manual for your 2016 Buick Encore and on page 186 GM indicates this car is not intended to tow any trailer. I do not recommend going against this advice.
The hitch I do recommend, which would allow use of a cargo carrier like # C18145, is the Draw-Tite Class I hitch # C11527.
